Amb. Francis K. Butagira is a Managing Partner of Butagira and Company Advocates and as well as an Advocate of the Supreme Court and Courts subordinate.
Previously, Amb.Butagira served in various capacities in the international political community and in Uganda. He has served as Member of Parliament and Speaker of the Ugandan Parliament. He has also served as Ambassador to Ethiopia, Kenya, Germany, Austria and the Vatican, Ambassador Extraordinary and Permanent Representative of Uganda to the United Nations.
While serving at the United Nations, he was elected to the Vice Presidency of the General Assembly which is charged with the responsibility of managing the sessions of the body and also as Chairman of the Third Committee, a subsidiary organ of the General Assembly, responsible for social, cultural, humanitarian and human rights affairs. His professionalism during his career is impeccable and he displayed utmost diplomacy when he negotiated the election of Uganda to the Security Council.
Through his educational exploits, he studied law at the University of Dar es Salaam and is a Harvard graduate where he graduated with a Masters of Law degree.
Mr. John Musinguzi Rujoki is a Ugandan mathematician and corporate executive who serves as the Commissioner-General of the Uganda Revenue Authority (URA), effective 2 April 2020.
Musinguzi was born in Rubirizi, Uganda circa 1973. After attending local primary school, he was admitted to Ntare School, a prestigious all-boys boarding high school in Mbarara city, for both his O and A levels.
He was admitted to Makerere University, Uganda’s oldest and largest public university, where he graduated with a Bachelor of Science degree in Mathematics. He went on to study at the University of Greenwich, in the United Kingdom, where he graduated with a Master of Science degree in Computing and Information Systems.
In 2000, Rujoki served as the head of the finance and audit department of the Special Revenue Protection Services (SRPS), a military unit attached to the Uganda Revenue Authority. The SRPS is credited with wiping out smuggling at Ugandan borders and especially on Lake Nalubaale.
In April, 2020, he was appointed to lead at URA, as the new Commissioner General, replacing Doris Akol, who had served one year and five months of her second consecutive four-year contract. Within 60 days of his appointment four senior managers at URA resigned and the URA board “accepted” their resignations.
In addition to his other assignments, Rujoki serves as the Chairman of board of National Information Technology Authority (NITA-U), since October 2019. He is also a senior advisor on Information and Communications Technology (ICT) to the President of Uganda, since 2015.
In his capacity as Commissioner General, he sits on the seven-person board of directors of the Uganda Revenue Authority, as his predecessors did. Musinguzi has a vast experience in ICT policy and investment from both the private and public sector. He is also the former intelligence operative, and was also part of the team that investigated the money scandal at Makerere University about the cost of education in 2007.
Mr. Morrison Rwakakamba is the Chairman of the Board of Directors of Uganda Investment Authority. He is the former Global Senior Director of Policy at Fenix International, a company of ENGIE and Vice President of Global Off-Grid Lighting Association (GOGLA).
At Fenix, Morrison was member of the global senior management team and leads a team of policy professionals working with and engaging governments and off-grid sector stakeholders to create a conducive policy environment necessary to expand energy access and transform lives of almost 600 million people that still have no access to electricity in Africa and 1.7 billion people globally.
Rwakakamba has 15+ years of experience in private sector development, project development and execution, public policy analysis, and government. He has worked as the founding Chief Executive Officer at Agency for Transformation (AfT), a think and do tank on agriculture, energy and environmental policy, the CEO of Uganda National Chamber of Commerce and Industry, and the Special Assistant to the President of the Republic of Uganda from 2013 to 2017, charged with public policy research and information in the Presidency.

fraternity to amplify their voice and shape favorable agriculture policies. He has also chaired a number of international expert committees moderated by the International Federation of Agricultural Producers in Paris, France. As HIID Merit Scholar and Mason Fellow in Public Policy Management, Rwakakamba graduated with Masters degree in Public Administration from Harvard University – Kennedy School of Government in 2016.
Rwakakamba received his first degree in Education from Makerere University,
Kampala in 2003. He later attended the School of Political Science at Makerere
University, obtaining a Master’s Degree in International Relations and Diplomatic Studies (IRDS) in 2006.
Ms. Nwanne Vwede-Obahor is the United Nations Development Programme’s (UNDP) Resident Representative for Uganda. In this position she represents, leads, and is accountable for harnessing and directing the full potential of UNDP’s capabilities and associated partnerships, in support of national development goals and strategies in Uganda.
Prior to this, Ms. Vwede-Obahor served as the Director Program and Team Leader of the Implementation Support Unit for the UN Integrated Strategy for the Sahel (UNISS) in the Office of the UN Special Coordinator for Development in the Sahel. She has also served as the Regional Representative of the United Nations High Commissioner for Human Rights (OHCHR) for East Africa, as well as the OHCHR Representative to the African Union and UN Economic Commission for Africa (UNECA).
Ms. Vwede-Obahor has over 20 years of progressive working experience in various sectors, UN Sierra Leone Resident Coordinator’s Office, UN Mission in South Sudan, UN Afghanistan Assistance Mission, UN-African Union Hybrid Mission in Darfur, UNDP Liberia, international organizations, private sector, and non-profit sector. She has expertise in development, governance, peacebuilding, humanitarian issues, resilience, stabilization, human rights, gender, conflict prevention, and provision of basic and social services.
Ms. Vwede-Obahor has extensive experience in management, business operations, coordination including of multi-agency activities/programs within and beyond the UN System, organizational leadership, policy development, results-based programming, including joint programming, advocacy, partnership building, and resource mobilization.
Ms. Vwede-Obahor holds a bachelor’s degree in English Language and Literature, an LLB in Law, an MPA in Public Policy and Administration and an MSc in Political Science.
Robert Mukiza is the Director General of Uganda Investment Authority. Prior to joining the Authority, Robert served as the Deputy Director for the Global Green Growth Institute (GGGI) and Representative to Ethiopia, the African Union and United Nations Economic Commission for Africa (ECA). Robert also served as a Director of Hong Kong-based Acadia Energy; Head of the United Nations Country Team Coordination Unit in Botswana; Lead Economist for the United
Nations in the Maldives; and a researcher at the United Nations Research Institute for Social Development in Switzerland.
Robert has vast experience in international investment and the private sector. He holds a Master of Science degree in International Finance and Economic Development from the University of Kent; a Bachelor of Science degree in Quantitative Economics from Makerere University; and has studied Strategic Leadership at the Said Business School of Oxford University.
